El centro invisible: poder, infraestructura y ambivalencia en el Ártico

Resumen

El ártico ocupa un espacio marginal en la cartografía convencional, sin embargo, se trata de un nodo estratégico del sistema internacional. Este artículo propone reconceptualizar la región como una infraestructura a través de tres conceptos: espacio híbrido, flujos de poder y equilibrio ambivalente. En base a este marco, se identifican cuatro dimensiones que sistemáticamente han sido subdesarrolladas en la literatura académica y que se hacen imprescindibles para comprender este espacio: poder epistémico, infraestructura invisible, el Ártico como laboratorio del orden emergente y actores sin soberanía. Todo ello, se aplica al estudio del incidente del cable de Svalbard para demostrar su validez empírica. El análisis concluye con una exploración sobre las implicaciones que tienen las dinámicas del Ártico en el orden internacional y con la propuesta de un sistema de monitorización en la región integrado por distintas capas.
